This is the Blade Of Tkon, a rare artifact card from the Star Trek The Next Generation Q-Continuum gaming cards produced by Decipher, Inc!  Mint!  Rare!  This was the second expansion set, which continued the game and introduced  cards pertaining to the Q from "Star Trek: The Next Generation."
